Julisa is married for 25 years and has three children—two adult girls and one teenage boy. She lives in Aruba and has a background in executive administration and is a certified legal advisor in business law. She studied in The Netherlands and has held positions such as Vice President of the Aruba Chamber of Commerce and has worked for large companies in Aruba and The Netherlands.

Additionally, Julisa is an active member of the service community, serving as the Secretary of the Aruba Autism Foundation. She is also an awarded past-president of the Kiwanis Club of Aruba.
